Planning permission granted for 32-unit Monksland housing scheme

Roscommon County Council has give the go-ahead for a 32-unit housing scheme in Monksland, subject to a total of 30 conditions.

The council granted permission for the development to KDM Contracts Ltd on August 28 last, after seeking further information from the developer and a subsequent clarification of further information.

KDM Contracts Ltd had submitted an application in March for 34 housing units in what represented an extension to a previous planning approval received by the company for the construction of 82 housing units and a childcare facility, on which work has commenced.

The application was for 34 two and three-storey houses, to include 18 three-bedroom semi-detached and terraced houses and 16 4+ bedroom semi-detached houses. The number of 4+ bedroom houses was reduced to 14 by the council.

The applicant was also granted permission for alterations to a previous planning application, which will see the rearrangement of footpaths and parking provision adjacent to a number of units, the change of unit types for five units from two-bedroom two-storey houses to three-bedroom two-storey houses, the change of two units from two-bedroom two storey houses to 4+ bedroom three-storey houses and the relocation of the pumping station.

A significant number of submissions was made by residents of Corran Riada in Monksland relating to the proposed construction of a connection route through their estate as part of the development. The council sought further information in April on a number of issues, including this connection route.

KDM Contracts Ltd responded in June, stating that in response to the planning authority further information request and consultation with residents of the Corran Riada estate the proposed vehicular connection had been removed.

“In keeping with the principles of connectivity and permeability, the revised proposal still provides for a, non-vehicular only, connection facilitating future access for pedestrians and cyclists/active travel users between the developments,” it said, stating that adequate space has been left to facilitate the future delivery of a dedicated pedestrian and cycle link.

The council welcomed the omission of the vehicular connectivity to the adjoining Corran Riada residential area, but sought clarification on the further information received, to include detailed design proposals for active travel connectivity to the adjoining development, accompanied by design specifications.

The developer responded to the request for clarification on August 1, with the local authority granting permission on August 28, subject to a total of 30 conditions.

These include a condition that the development is to be carried out on phased basis, in line with the information submitted on August 1.

No houses are to be occupied until the signalised junction and active travel routes on and immediately joining the R362, to include pedestrian footway and cycleway, have been constructed to NTA standards, and certified in writing by Roscommon County Council.

The development is to be undertaken as a single entity developer-led project and the sale of sites for individual development is not permitted.

The developer must enter into an agreement with the council to ensure requirements for social and affordable housing are met. First occupation of the houses is to be by individual buyers and/or those eligible for social/affordable housing, including cost rental housing.

The developer must ensure all works relating to site access/exit, footpaths, public lighting, pedestrian and parking areas, pedestrian markings etc, are undertaken to the satisfaction of the council.

A development contribution of €140,800 is to be paid to the council for public infrastructure and services. Appeals against the decision may be made to An Coimisiún Pleanála before September 25.
